The system is built on basic modules forming the skeleton. On this skeleton, national additional modules are developed in real time for the language, culture, and legislation of the specific country, as a watchmaker-engineer crafts parts while assembling one unified mechanism. The system is modular, scalable, culturally neutral, operates remotely, does not require an on-site internal psychologist or a team of psychologists. All rights to the national modules and developed systems remain with the state.
Cultural heritage forms national individuality, a historically developed system of values, traditions, language, and the spiritual experience of a people transmitted from generation to generation and ensuring the continuity of the nation. It is a neurobiological foundation through which the state transmits its cultural heritage across two or three generations. The state implements a new system once. The system then operates continuously across three generations.
Family System CITADEL 2060 is politically neutral. It maintains independence from states, ideologies, and parties. It belongs only to children, equally, in every country.
